A major civil society report has accused the Imo State Police Anti-Kidnapping Unit, known as “Tiger Base,” of grave human rights violations, including systematic torture, extrajudicial killings, and alleged organ harvesting.

Published on December 15, 2025, by the Coalition Against Police Tiger Base Impunity (CAPTI), the report details alleged atrocities committed over three years, labeling the facility's activities “crimes against humanity.” Specific accusations include illegal detentions, enforced disappearances, extortion, and deaths in custody. Activists have also presented allegations of organ harvesting.

Families of victims cite cases such as that of businessman Levi Opara, who was allegedly stabbed to death in custody in early December, contradicting the police version of events. Human rights groups point to a disturbing pattern reminiscent of the disbanded SARS unit.

The Imo State Police Command has categorically denied all allegations, calling them a malicious smear campaign. Despite survivors and family of victim's testimonies, Police spokesman DSP Henry Okoye stated that there is no credible evidence to support the accusations.

Human rights advocates warn that impunity could erode public trust and generate widespread discontent. They are demanding the immediate closure of the unit, independent investigations, and the prosecution of the officers involved.
