Ugandan Judiciary Rejects Initiative to Eliminate Colonial-Era Court Titles

The Ugandan judiciary has strongly rejected a directive from the Uganda Bar Association seeking to abolish colonial-era titles and practices in the courts. The Bar Association, chaired by Isaac Ssemakadde, recently issued Executive Order RNB No. 12 of 2026, which instructs lawyers to stop using titles such as ‘Your Honor,’ ‘Your Honor,’ ‘Your Ladyship,’ and ‘Your Excellency,’ and to abandon the custom of bowing to court officials. The directive promotes simpler treatment and is presented as a crucial step toward decolonizing the judicial system, promoting equality and dignity for all citizens.

Judiciary spokesperson James Ereemye categorically rejected the directive, stating that the Uganda Bar Association has no authority to dictate court protocols or give instructions to court officials. He emphasized that the judiciary, as an independent branch of government, will continue to require lawyers appearing in court to adhere to established standards of decorum. Ereemye advised that any proposed reforms be discussed through appropriate formal channels, such as forums between lawyers and judges, rather than through unilateral orders.

This strong response underscores the judiciary's determination to preserve institutional traditions it considers vital to maintaining respect and order within the legal system. By clearly defining its independence, the judiciary has opposed what it views as overreach by the professional body representing lawyers.

This development highlights existing tensions between the legal profession and the judiciary regarding the pace and process of legal reforms in Uganda. Similar debates about modernizing inherited colonial practices have emerged in several other African countries in recent years.
